~~ <br />J <br />C~- `'~~ <br />AGREEMENT TO REIMBURSE FUNDS <br />FOR FY06 URBAN AREAS SECURITY INITIATIVE (UASI) <br />A-2006-326-02 <br />THIS AGREEMENT is entered into this 18`s day of December 2006, which date is <br />enumerated for purposes of reference only, by and between the CITY OF ANAHEIM, a <br />municipality of the State of California, hereinafter referred to as "ANAHEIM", and the CITY OF <br />SANTA ANA, hereinafer referred to as "SANTA ANA." <br />RECITALS: <br />A. Since 2004, the United States Department of Homeland Security (DHS), through the <br />State of California Governor's Office of Homeland Security (OHS) as the State <br />Administrative Agency (SAA), designated the cities of Anaheim and Santa Ana <br />(hereinafer referred to as "the Cities") as core cities and awarded each jurisdiction grants <br />under the Urban Area Security Initiative ("UASI"). <br />B. The 2006 UASI Grant program consolidated the Anaheim Urban Area and the Santa Ana <br />Urban Area into one combined entity, the Anaheim/Santa Ana Urban Area. <br />C. The Cities wish to continue their collaborative effort with respect to terrorism <br />preparedness and have jointly designated ANAHEIM to provide the financial oversight <br />for the 2006 UASI Grant funds. The Cities have entered into a Memorandum of <br />Understanding regarding the 2006 UASI program, attached hereto as Attachment 1. <br />NOW THEREFORE, in consideration of the mutual and respective promises, and subject to the <br />terms and conditions hereinafer set forth, the parties agree as follows: <br />1. ANAHEIM shall be designated the Single Point of Contact for purposes of <br />administration and financial management of the FY06 UASI Grant funds. <br />2. ANAHEIM shall reimburse SANTA ANA for funds expended by those jurisdictions <br />within the Santa Ana Urban Area, for purchases of equipment, services and training <br />authorized under the FY 2006 UASI, in an amount not to exceed $5,990,000. <br />3. SANTA ANA agrees that expenditures beyond those authorized by the <br />Anaheim/Santa Ana Urban Area will not be reimbursed through the FY 2006 UASI <br />Grant. <br />4. Upon receipt of a reimbursement application, ANAHEIM, as soon as practical and <br />not to exceed thirty (30) days, shall submit the request to the Office of Homeland <br />Security for Reimbursement. Reimbursement shall be provided within seven (7) days <br />after ANAHEIM receives funds from OHS. <br />
