WORK STUDY SESSION <br /> <br />Mr. Townsend provided an overview of the Fiscal Year 2002-03 State <br />Budget, California Park Bonds, and State legislation of particular interest <br />to Santa Ana. Highlights of this presentation are as follows: <br /> <br />· It is still uncertain when the State budget will be completed <br />· The VLF backfill is still safe to date in the budget process <br />· $14.35 Million is still allocated for the 4t~ Appellate District Courthouse <br /> to be located in Santa Ana <br />· The City's grant applications under Proposition 12 are as follows: <br /> Murray-Hayden: $3 million for Dan Young Soccer Complex and $2 <br /> million for El Salvador Recreation Center <br /> <br />Urban Recreational & Cultural'Center: $742,500 for Santiago Creek <br />Wildlife Center and $500,000 for Friends of Santa Ana Zoo <br /> <br />Zoo and A~]uarium Fund: $270,050 (estimated) Santa Ana Zoo <br /> <br /> Legislation of interest to the City include AB 1846 (Correa) relative to <br /> Enterprise Zones, and SB 1647 (Perata) relative to Infrastructure Bond <br />· AB 1846 was approved by the.Assembly but died in Senate revenue <br /> and Taxation Committee <br />· The prospects in the next legislative session depend on economic <br /> climate <br />· SB 1647 includes $1.045 billion for infrastructure-related projects <br />· $75 million is designated for nine regions; Orange County is one of <br /> these regions <br />· The bill has been approved by the Senate, and a hearing in the <br /> Assembly Appropriations will be held on August 21,2002 <br />· Additional items of interest for Santa Ana include the establishment of <br /> a California Trade, Technology, and Commerce Agency field office in <br /> the IBC building in Santa Ana; Discovery Science Center/Santa Ana <br /> College Space Education Center; Orange County High School of the <br /> Arts and Bowers Museum expansion efforts <br /> <br />COMMENTS <br /> <br />90.A. <br /> <br />90.B. <br /> <br />PUBLIC COMMENTS <br /> <br />None <br /> <br />CITY COUNCIL COMMENTS <br /> <br />CITY COUNCIL MINUTES <br /> <br />312 <br /> <br />AUGUST 19, 2002 <br /> <br />.... rTiE-- .....
