CAA's expertise in CEQA/NEPA is unsurpassed. Within the scope of the contract services, CAA will <br />assist in the preparation, processing, and approval of documentation related to CEQA/NEPA for im- <br />plementation of individually proposed projects of varying scale and complexity. This includes provid- <br />ing advice to approaches on handling complex environmental analyses. CAA will assist with applica- <br />ble state and federal agencies and other affected parties concerning documentation and project ap- <br />provals. <br />The services provided by CAA will involve the preparation and processing of CEQA/NEPA documen- <br />tation, which may include the following types of documents and services: <br />• Preparation of Initial Study/Environmental Assessment <br />• Preparation and processing of Negative Declarations and Mitigated Negative <br />Declarations/Findings of No Significance (FONSI) <br />• Preparation and processing of Environmental Impact Reports (EIR)(i.e., project, program, <br />master, subsequent, or supplemental)/Environmental Impact Statements (EIS) <br />• Addenda to previously approved Mitigated Negative Declarations/FONSIs <br />• Addenda to previously certified EIRs/EISs <br />• Notices of Preparation /Notices of Intent <br />• Notices of Completion <br />• Notices of Determination <br />• Notices of Exemption <br />• Staff project reports <br />• Responses to Comments documents <br />• Mitigation Monitoring and Reporting Programs and Plans <br />• Resolutions <br />• Findings of Fact <br />• Statements of Overriding Consideration <br />• Presentations of CEQA/NEPA process at Scoping Meetings <br />• Presentations at public meetings and public hearings before decision makers <br />• Presentations before community groups <br />• Consultations with Responsible Agencies and other affected agencies and stakeholders <br />• Reviewing, preparing, and/or processing of miscellaneous environmental work products <br />such as Planning and Feasibility Studies <br />3. Project Initiation and Process <br />Communication will play a major role in the execution and conduct of the environmental consulting <br />contract with the City. Poor communication can result in project delays, missed deadlines, and poten- <br />tial losses in funding for grants, etc. In keeping with its reputation of meeting project schedules and <br />assuring the client's accessibility to accountable staff, CAA proposes a well defined and proven meth- <br />odology of effecting and maintaining a smooth project implementation and providing excellent re- <br />sponses to the environmental consulting needs of the City. <br />City of Santa Ana Environmental Consulting Services <br />Statement of Qualifications <br />
