<br />commercial developments, industrial facilities, and mixed -use master plan projects. He brings a firm
<br />working knowledge and understanding of CEQA to his clients and works tirelessly with agencies to
<br />defend legal challenges. As a university instructor on CEQA topics, he stays up-to-date on the latest
<br />environmental trends, legislation, and case law to bring an added layer of security to his clients. Chad
<br />has provided ongoing training and environmental consulting services to the City of Santa Ana
<br />Planning Division staff, providing on -call services to advise staff on CEQA issues and to review
<br />reports prepared by City staff. Chad earned an M.U.R.P., Masters of Urban and Regional Planning,
<br />from California State Polytechnic University, Pomona, and a B.A. in Environmental Analysis and
<br />Design from the University of California, Irvine.
<br />As environmental counsel at Jones & Stokes, Ken Bogdan provides assistance to clients regarding
<br />compliance with CEQA, NEPA, Clean Water Act Sections 404 and 401, National Historic
<br />Preservation Act Section 106, federal Endangered Species Act Sections 7 and 10, California
<br />Endangered Species Act, and California Fish & Game Code Sections 1600-1616. Ken's principal
<br />responsibility is to work with clients and staff to provide in-house guidance on environmental
<br />documents prepared atones & Stokes. Ken was one of the primary authors of several Solano Press
<br />publications, including Endangered Species Regulation, The NEPA Book: A Step -By -Step Guide on How to
<br />Comply with the National Environmental Policy Act, and The CEQA Derkbook: A Step -By -Step Guide on How
<br />to Comply with the California EnvironmentalQuala'ty Act. Ken earned J.D. from the University of
<br />California, Davis, School of Law, and a B.S. in Environmental Management from Rutgers University,
<br />Cook College, New Brunswick, New Jersey.
<br />Charles Smith is a principal and project director with Jones & Stokes, where he serves as branch
<br />leader for the Irvine office and environmental planning team leader for the southern California
<br />region, Charles has over 16 years of diverse experience in private sector consulting for land planning,
<br />energy services, public works infrastructure, transportation, and other development projects. His
<br />responsibilities include program and project management; business development; operations, staff,
<br />and workload management; and branch administration. Charles has authored numerous reports in
<br />compliance with CEQA and NEPA, and he has extensive experience in impact analysis, permitting,
<br />and entitlements processing with a variety of federal, state, regional, and local agencies. Charles
<br />maintains professional certification in the American Institute of Certified Planners (AICP). He
<br />earned an M.Pl. Urban and Regional Planning from the University of Southern California, and a B.S.
<br />in Business Administration from the University of Southern California.
<br />Tim manages and prepares environmental studies focusing on air quality analysis for a wide variety of
<br />projects. His areas of expertise include point-, area-, and mobile -source air quality impact studies; air
<br />quality permitting; analyses of air quality regulations; emissions inventory development; development
<br />and modification of air quality computer models; and environmental, econon-c, and regulatory
<br />impact studies. Tim manages preparation of environmental reports for energy projects concentrating
