NO. 07-068) <br />t ~ '~ <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1s' Reading <br />^ Ordinance on Intl Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to Sundance Trailers, Inc., d/b/a Santek Trailers, for one <br />utility trailer in the amount not to exceed $38,571. <br />DISCUSSION <br />The Santa Ana Police Department Traffic Division conducts periodic DUI <br />checkpoints in the performance of their field job duties. A variety of <br />equipment including commercial power generators and light towers must be <br />transported to the checkpoint area for traffic control. The DUI equipment <br />utility trailer is custom built to the specifications provided by the <br />Traffic Division to meet their durability and storage requirements. <br />In September 2006, a Request For Proposal was issued by the Police <br />Department Traffic Division to 3 local custom trailer manufacturers. Each <br />vendor attended a pre-bid meeting to review and clarify all specifications <br />and construction requirements. <br />Proposals were evaluated based on conformity to specifications, materials <br />recommended and ability to paint and maintain the trailer. The proposal <br />from Santek Trailers was assessed to offer the highest responsiveness to <br />the specification and meets the City's requirements. Prior trailers built <br />by Santek for the Police Departments have proven to be the best built and <br />top quality over competitors' trailers. <br />On August 21, 2006, the City Council accepted a $634,720 grant from the <br />State of California, Office of Traffic Safety under the Traffic Safety, <br />Selective Traffic Enforcement Program Grant. The grant allows the Police <br />Department to conduct a Selective Traffic Enforcement Program including <br />DUI/Driver's License checkpoints and patrols, and target enforcement of red <br />light runners, aggressive speeders and drivers with unbelted vehicle <br />occupants. The utility trailer will be used to transport equipment for <br />the Selective Traffic Enforcement Programs. <br />22F-1 <br />
