along with office space for various State, County and City departments. <br />The SARTIC is located within the former Inter City Project Area. Patronage <br />at the SARTIC has escalated in recent years to over one million persons <br />annually. <br />D. The City desires to modernize, reconstruct and improve the air <br />conditioning chiller and pump ("air conditioning system") in order to bring the <br />existing equipment up to current industry standards. The existing equipment <br />is over twenty-four (24) years old and requires replacement as it is beyond <br />the typical lifespan for this type of equipment. Work to be performed will <br />include removal of the existing chiller and pumps as well as installation and <br />testing of a more energy efficient unit. <br />E. The improvements to be made to the air conditioning system at the <br />SARTIC will be of benefit to the merged Project Area (and the former Inter <br />City Project Area) as well as benefit the immediate neighborhood and all <br />patrons of the SARTIC. <br />F. The City lacks funds to pay for the replacement and installation of <br />the modernization improvements needed by the SARTIC air conditioning <br />system at this time, and there are no other reasonable means of financing <br />said improvements. <br />G. Replacement of the air conditioning system at the publicly owned <br />transportation facility will assist in the elimination of one or more blighting <br />conditions in that the new and improved air conditioning system will replace <br />the antiquated system and provide the City with a more energy efficient unit. <br />Section 2. In accordance with California Environmental Quality Act, the <br />proposed project is exempt from further review pursuant to section 15301(d), which <br />allows the replacement of deteriorated or damaged mechanical equipment for higher <br />efficiency and safe operation. Categorical Exemption Environmental Review No. 07-124 <br />will be filed for this project. <br />Section 3. The City Council hereby consents to the payment by the Agency of <br />up to $130,000.00 in Agency funds from the Merged Project Area for this publicly owned <br />improvement, in accordance with that certain Cooperative Agreement to be executed <br />between the Agency and the City. <br />Section 4. The City Manager is hereby authorized to take all steps, and to sign <br />all documents and instruments necessary to implement and carry out the Resolution on <br />behalf of the City. <br />Section 5. The Clerk of the Council shall attest to and certify the vote adopting <br />this Resolution. <br />80A-5 <br />
