CONSENT CALENDAR <br /> <br />ABSENT: <br /> <br />NOES: <br /> <br />None (0) <br />None <br /> <br />*** END OF CONSENT CALENDAR *** <br /> <br />PUBLIC HEARING <br /> <br />75.A. <br /> <br />ENVIRONMENTAL IMPACT REPORT NO. 2000-01; ZONING <br />ORDINANCE AMENDMENT NO. 2002-04; CONDITIONAL USE PERMIT <br />NO. 2002-16; VESTING TENTATIVE TRACT MAP NO. 2002-03; SITE <br />PLAN REVIEW NO. 2002-06; AND STREET NAME CHANGE 2002-01: <br />1801-2001 WEST MAC ARTHUR BOULEVARD <br /> <br />The proposed project will certify an Environmental Impact Report to allow <br />a church as a conditionally permitted use and increase the allowable <br />height in the SD-4 zoning district; construct a Catholic Cathedral and <br />subdivide a parcel to allow 156 single-family residential units; and approve <br />street names for the Armstrong Ranch development project located at <br />1801-2001 W. MacArthur Boulevard. <br /> <br />Legal Notice published in the Oranoe County Register and mailed on <br />September 20, 2002 <br /> <br />Recommended action approved by the Planning Commission on <br />September 23, 2002 by a 6-0 vote (Richardson absent) <br /> <br />Staff report presentation by Cindy Nelson, Deputy City Manager, Planning <br />and Building Agency; Barbara Armstrong Phillips thanked the Council for <br />considering "Armstrong Ranch Road" as one of the street names in the <br />project. She noted that her grandparents, Archibald Thomas Armstrong <br />and Martha Jane Firebaugh Armstrong arrived in the "Greenville" area in <br />October, 1871. Through hard work, thrift and diligence they purchased <br />and farmed for many years the large parcel now part of the Armstrong <br />Ranch development. Ms. Phillips parents, William Wallace and Blanche <br />Rogers Armstrong farmed the parcel upon with the new homes, school, <br />and church will be developed. <br /> <br />J.
