PUBLIC HEARINGS <br /> <br />75.A. <br /> <br />Motion: <br /> <br />FINAL DETERMINATION BY THE CITY COUNCIL ON IMPASSE ISSUE <br />WITH THE SERVICE EMPLOYEES' INTERNATIONAL UNION (SEIU) <br /> <br />To decide disputed issue between the City of Santa Ana and the Service <br />Employees' International Union Local 347 regarding seniority of <br />Combination Building Inspector <br /> <br />Legal Notice published in the Oranoe County Reoister on October 11, <br />2002 <br /> <br />Robert F. Hunt, General Counsel, Service Employees International Union <br />(SEIU) presented arguments in support of application of seniority for <br />employees who move from a specialty inspector classification to the <br />classification of Combination Building Inspector. The request from SEIU is <br />that the seniority of a specialty inspector be added to the seniority of the <br />Combination Building Inspector classification, if the employee moves from <br />one class to the other. <br /> <br />Joseph Straka, Assistant City Attorney, City of Santa Ana presented the <br />City's position to maintain the current rules of seniority accrual within each <br />individual classification as contained in the contract language previously <br />negotiated by the City and SEIU <br /> <br />No public speakers; public hearing closed <br /> <br />Council discussion ensued and Councilmembers asked the respective <br />legal counsels and City staff questions relative to this dispute. <br /> <br />Maintain current practice of determining seniority within a specific <br />job classification, as provided for in the Santa Ana Municipal Code <br />and the current Memorandum of Understanding between the City and <br />Service Employees' International Union <br /> <br />MOTION: Bist <br /> <br />SECOND: Franklin <br /> <br />VOTE: <br /> <br />AYES: Bist, Christy, Franklin, Pulido, Solorio (5) <br /> <br />NOES: Alvarez, (1) <br /> <br />ABSENT: <br /> <br />McGuigan (1) <br /> <br />CITY COUNCIL MINUTES <br /> <br />382 <br /> <br />OCTOBER 2'1, 2002 <br /> <br /> <br />
