1. ELECTION OF MAYOR PRO TEM <br />- The Mayor called for nominations for the position of Mayor Pro Tem. The <br />Mayor nominated Councilmember Franklin seconded by Councilmember <br />Solorio. <br />Motion: Close nominations and elect Councilmember Franklin to the position <br />of Mayor Pro Tem <br />MOTION: Bist SECOND: Christy <br />VOTE: AYES: Alvarez, Bist, Christy, Franklin, Garcia, <br />Pulido, Solorio (7) <br />NOES: None (0) <br />ABSENT: None (0) <br />2. REMARKS BY MAYOR PULIDO <br />Mayor Pulido declared Councilmember Franklin unanimously elected Mayor <br />Pro Tem. <br />Mayor Pulido welcomed Mike Garcia to the City Council, and congratulated <br />Councilmember Franklin on his election as Mayor Pro Tem. He noted that <br />there are many challenges facing the Council including a declining state <br />budget, but that he and the Council are committed to move the City forward. <br />He expressed optimism for the City's future under the leadership of the new <br />Council. <br />Mayor Pulido invited the audience to join the Council at the Bowers Museum <br />for the installation reception. <br />ADJOURNMENT - 6:55 p.m. - To December 2, 2002 at 5:30 p.m. at City Hall, Room 831, <br />20 Civic Center Plaza, 81h Floor, Santa Ana, California <br />a <br />Patricia E.
