A2006-008) <br /> <br />THIS FIRST AMENDMENT TO AGREEMENT ("Amendment") is entered into <br />this 11 day of June 2007, by and between the Orangewood Children Foundation <br />("CONTRACTOR") and the City of Santa Ana ("CITY"), a charter city and municipal <br />corporation of the State of California. <br /> <br />Recitals: <br /> <br />A. CITY has been designated a Local Workforce Investment Area (LWIA) under the <br />Workforce Investment Act of 1998, Public Law 105-220 (lithe Act"). <br /> <br />B. The State of California has created the L WIA to administer the Act programs <br />operated by the State of California pursuant to the Act. <br /> <br />C. As a L WIA, CITY is entitled to receiye federal funds to establish programs to prepare <br />economically disadyantaged youths for entry into the labor market and to provide <br />basic skills development to those indiyiduals who are economically disadyantaged or <br />otherwise face serious barriers to succeeding in life. One goal of California's <br />Workforce Investment System is to provide youth with the opportunities to achieye <br />career goals that will allow them to successfully compete in the labor market and <br />prepare them for higher education. <br /> <br />D. On Noyember 9, 2005, the State awarded the CITY $62,500 to the City's Workforce <br />Inyestment Board to assist in increasing the number of foster/emancipated youth <br />receiving WIA services. <br /> <br />E. On January 1,2006, the parties entered into an Agreement (hereinafter "said <br />Agreement") by which CONTRACTOR, through its Foster Youth Liaison project, <br />was to operate education, occupational development and employment programs for <br />economically disadvantaged youths for entry into the labor market ("said Program") <br />in the CITY in the amount of$60, 650. <br /> <br />F. At the time the parties entered into said Agreement, the CITY retained $1,850, the <br />balance of the award, to cover administrative costs. <br /> <br />G. On or before December 31, 2006, it was determined that the administrative costs for <br />said Program were only $450, leaying a balance of $1400 of the original award by the <br />State and a request to extend the term of said Program was submitted to the State by <br />the CITY on December 1, 2006. <br /> <br />H. On December 31, 2006, said Agreement expired. <br />
