<br />to 100 foster/emancipated youth and enroll 12 foster/emancipated youth who meet the following <br />criteria: <br /> <br />Eligible Youth ProfIle for 12 FosterlEmancipated Youth <br /> <br />To be eligible for WIA Title IE youth services a participant must meet the following: <br /> <br />1. Be between the ages of 14 to 21; AND <br />2. Be authorized to work in the United States; AND <br />3. Be in compliance with the Selectiye Service Act; AND <br />4. Be a Santa Ana Resident (local requirement); AND <br />5. Be a low income individual (up to 5% of youth participants served by youth programs <br />may be individuals who do not meet the income criterion for eligible youth); AND <br />6. Is within one or more ofthe following categories: <br />a. Deficient in basic skills <br />b. School dropout <br />c. Homeless, runaway or foster child <br />d. Pregnant or parenting youth <br />e. Offender <br />f. Is an individual who requires additional assistance to complete and educational <br />program or to secure and hold employment <br /> <br />In conjunction with the direction set forth by the Santa Ana Youth Council, 70% of our resources <br />for this project will be dedicated to Out-of-School youth. <br /> <br />PROGRAM DESIGN <br /> <br />Area ofF oeus <br /> <br />The Foster Youth Liaison Project will provide universal services onsite at the Orangewood <br />Resource Center. All foster/emancipated youth will receive universal services such as Internet <br />access to employment and training information, job leads, and information on supportive <br />services and other WIA funded programs. Three Peer Mentors will be dedicated to this project. <br />The primary focus of the Peer Mentor is to provide support to the Orangewood Children's <br />Foundation staff and to work with youth as they request employment related information at the <br />resource center. The Peer Mentor will identify WIA eligible youth that request and require <br />additional intensive case management services. The ratio of participant to Peer Mentor is 4: 1. <br />With a focus on intensive case management for a population of youth that have multiple barriers, <br />a total of 3 Peer Mentors will be hired for this project. The Peer Mentor will assess and <br />develop an Individual Service Strategy Plan for each enrolled participant. The Foster Youth <br />Liaison Project will provide pre-employment services, supportive services and funding for <br />Individual Training Accounts (older youth, if needed). For those youth who are assessed to be <br />basic skills deficient, an individualized tutoring program will be developed. Participants may <br />receive tutoring services through their Peer Mentor or through another community base or <br />educational entity. <br /> <br />2 <br />
