<br />Snt07LES <br /> <br />RESOLUTION NO. 2007-061 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF SANTA ANA <br />CONSENTING TO THE PAYMENT OF THE COST OF <br />IMPROVEMENTS TO A PUBLICLY OWNED IMPROVEMENT, <br />THE AIR CONDITIONING SYSTEM AT THE SANTA ANA <br />REGIONAL TRANSPORTATION INTERMODAL CENTER, BY <br />THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY <br />OF SANTA ANA, PURSUANT TO SECTION 33445 OF THE <br />HEALTH & SAFETY CODE <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA, AS <br />FOLLOWS: <br /> <br />Section 1: The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br /> <br />A. The Community Redevelopment Agency of the City of Santa Ana (hereinafter <br />referred to as the "Agency") is engaged in activities necessary to execute and <br />implement the Redevelopment Plan for the Merged Project Area (the <br />Redevelopment Plan"), in the area formerly known as the Inter City Project <br />Area. <br /> <br />B. Section 33445 of the Health & Safety Code, part of the California <br />Redevelopment Law, provides that the Agency may pay for all or part of the <br />cost of installation and construction of any building, facility, structure or other <br />improvement which is publicly owned either within or without the project area, <br />upon the consent of the City Council of the City of Santa Ana ("City"), if the <br />following findings can be made: <br /> <br />1. That the public improvement is of benefit to the project area or the <br />immediate neighborhood in which the project is located; <br /> <br />2. That no other reasonable means of financing the public improvement <br />is available to the community; and <br /> <br />3. That the payment of funds for the cost of the public improvement will <br />assist in the elimination of one or more blighting conditions inside the <br />project area. <br /> <br />C. The City is the owner of the Santa Ana Regional Transportation Intermodal <br />Center (SARTIC), a regional transportation hub combining Amtrak, MetroLink, <br />Orange County Transit Authority and other bus services, along with office <br />space for various State, County and City departments. The SARTIC is located <br />within the former Inter City Project Area. Patronage at the SARTIC has <br /> <br />Resolution No. 2007-061 <br />Page 1 of 3 <br />
