(LSA) is pleased to provide this revised proposal to the City of Santa Ana to <br />prepare an Initial Study/Mitigated Negative Declaration (IS/MND) for the proposed General Plan <br />Amendment (GPA), rezoning, Tentative Tract Map (TTM), and site plan review of property <br />development at Minter Street and Santa Ana Boulevard. This proposal is based on our knowledge of <br />the project area, our experience with similar projects, our understanding of the adaptive reuse of one <br />of the structures, the overall project involving I 1 dwelling units, and your comments on the original <br />proposal faxed to LSA on February 19, 2008. I will act as the Principal in Charge/Project Manager of <br />this project. <br />Project Understanding <br />The City of Santa Ana will be evaluating a proposal to construct a courtyard complex of I I <br />residential units and utilizing an existing commercial structure to construct two-story dwelling units <br />utilizing the existing structure. This project would require the following discretionary actions: site <br />plan approval for the project, a GPA, a Tentative Tract Map, and rezoning. The project involves <br />demolition of existing structures that are older than 50 years old and remodeling of one structure <br />older than 50 years old for adaptive reuse as residences. Surrounding land uses include primarily <br />residential uses on both sides of Santa Ana Boulevard, a church on Minter Street, and limited <br />commercial use along frontages of Santa Ana Boulevard. As such, sensitivity to the adjacent <br />residential uses must be addressed in the environmental analysis. <br />Our proposed scope of work, schedule, and budget are attached. Our proposal is based on direction <br />from the RFP and LSA's preliminary finding that an MND will likely be the appropriate <br />environmental document required by the California Environmental Quality Act (CEQA) to analyze <br />the project's impacts.
