LSA ASSOCIATES. INC. <br />ATTACHMENT A <br />SCOPE OF WORK, SCHEDULE, AND BUDGET <br />FEBRUARY 2008 <br />TASK 1. ENVIRONMENTAL ISSUE IDENTIFICATION AND ANALYSIS <br />Start-Up/Information Required <br />LSA Associates, Inc. (LSA) will assemble all pertinent data provided by the City of Santa Ana for <br />preparation of the Initial Study (IS).. as well as other appropriate informational documents prepared <br />for projects in the vicinity. <br />A Screencheck IS will be prepared for review by the City of Santa Ana team to evaluate potential <br />impacts of the proposed project as required by the California Environmental Quality Act (CEQA). <br />The IS/Mitigated Negative Declaration (MND) will be prepared in compliance with CEQA and the <br />State CEQA Guidelines, and adopted City CEQA Guidelines, if applicable. The IS/MND will utilize <br />the Environmental Checklist Form (Appendix G of the State CEQA Guidelines) or the appropriate <br />City form, and will include thorough responses to each of the Checklist questions to determine the <br />potential environmental effects of the proposed project. <br />To enable LSA to proceed with this first task, the following information is needed from the City of <br />Santa Ana to clearly define the project description and conduct the environmental analysis: <br />• Copy of the City of Santa Ana General Plan and Environmental Impact Report (EIR) <br />• Complete site plans and elevations, including the proposed parking <br />• Cross sections of the proposed development illustrating the existing and proposed conditions on <br />site and extending to adjacent residential properties <br />• A conceptual lighting plan indicating type, location, intensity, and height of lighting standards <br />proposed, and a photometric analysis prepared by the developer's lighting consultant <br />• Conceptual landscape plans <br />• Conceptual grading plans and drainage plans, including any proposed Structural Best <br />Management Practices (BMPs) <br />• Water quality and sediment control methods to be used during construction <br />• Phase I Survey and Report indicating the presence/absence of hazardous waste <br />• Other available studies/documentation pertinent to the environmental analysis <br />• Completed application required by the City <br />The Screencheck IS submitted to City of Santa Ana will contain all applicable environmental <br />components required by CEQA, including project description, IS Checklist and responses, and <br />mitigation measures, as necessary.
