LSA ASSOCIATES. INC. ATTACHMENT A SCOPE OF WORK, SCHEDULE, AND BUDGET FEBRUARY 2008 TASK 1. ENVIRONMENTAL ISSUE IDENTIFICATION AND ANALYSIS Start-Up/Information Required LSA Associates, Inc. (LSA) will assemble all pertinent data provided by the City of Santa Ana for preparation of the Initial Study (IS).. as well as other appropriate informational documents prepared for projects in the vicinity. A Screencheck IS will be prepared for review by the City of Santa Ana team to evaluate potential impacts of the proposed project as required by the California Environmental Quality Act (CEQA). The IS/Mitigated Negative Declaration (MND) will be prepared in compliance with CEQA and the State CEQA Guidelines, and adopted City CEQA Guidelines, if applicable. The IS/MND will utilize the Environmental Checklist Form (Appendix G of the State CEQA Guidelines) or the appropriate City form, and will include thorough responses to each of the Checklist questions to determine the potential environmental effects of the proposed project. To enable LSA to proceed with this first task, the following information is needed from the City of Santa Ana to clearly define the project description and conduct the environmental analysis: • Copy of the City of Santa Ana General Plan and Environmental Impact Report (EIR) • Complete site plans and elevations, including the proposed parking • Cross sections of the proposed development illustrating the existing and proposed conditions on site and extending to adjacent residential properties • A conceptual lighting plan indicating type, location, intensity, and height of lighting standards proposed, and a photometric analysis prepared by the developer's lighting consultant • Conceptual landscape plans • Conceptual grading plans and drainage plans, including any proposed Structural Best Management Practices (BMPs) • Water quality and sediment control methods to be used during construction • Phase I Survey and Report indicating the presence/absence of hazardous waste • Other available studies/documentation pertinent to the environmental analysis • Completed application required by the City The Screencheck IS submitted to City of Santa Ana will contain all applicable environmental components required by CEQA, including project description, IS Checklist and responses, and mitigation measures, as necessary.
