LSA ASSOC TATES. INC:. <br />Noise. LSA will prepare a qualitative acoustical analysis of the proposed project, primarily focusing <br />on the construction effects on the nearby residences. The analysis will also address potential noise <br />impacts on the proposed dwelling units fronting on Santa Ana Boulevard, based on General Plan EIR <br />findings or more recent available studies. <br />Population and Housing. LSA will rely on General Plan EIR results, combined with more recent <br />project approvals and cumulative projects, to assess implications on housing and population. Analysis <br />will be addressed within the policy context of the City's General Plan and, specifically, the <br />requirements of the Housing Element. Findings adopted by the City Council for adoption of the <br />City's General Plan/Housing Element and certification of the EIR (analysis within the current General <br />Plan adoption documentation) will be utilized as appropriate. <br />Transportation/Traffic/Parking. LSA will prepare an analysis of the addition of net vehicle trips to <br />and from the site after consideration of removal of existing development on the site is balanced <br />against the addition of 11 proposed dwelling units. Because the project only involves construction of <br />I I units, a full traffic impact assessment is not triggered by City traffic study protocols. A qualitative <br />analysis will be provided utilizing the roadway capacities of the two frontage roads, driveway access <br />requirements of the City of Santa Ana, and current traffic counts obtained from the City. In addition, <br />the proposed parking plan will be compared to existing zoning code requirements to determine the <br />level of deficiency in the proposed parking program. <br />Cultural Resources/Historic Resources. LSA will contact the South Central Coastal Information <br />Center (SCCIC) located at California State University, Fullerton to obtain a cultural resources records <br />search for the project area. The SCCIC is the State -designated repository for records concerning <br />cultural resources in Orange County. The objectives of this research will be to establish the status and <br />extent of previous cultural resources studies and surveys in the project area and to note what types of <br />resources might be expected to occur. Data sources that will be consulted at the SCCIC include <br />archaeological site and artifact records; historic maps; reports from previous studies; and the State <br />Historic Resource Inventory (HRI), which contains listings for the National Register of Historic <br />Places (National Register), the California Register of Historical Resources (California Register), <br />California Historical Landmarks (CHL), and California Points of Historical Interest (CPHI). <br />In addition, LSA architectural historians will conduct archival research on the history and <br />development of the property. Research locations will include, but not be limited to, the City of Santa <br />Ana, the Orange County Assessor's Office, and the Santa Ana Public Library (History Room). In <br />addition, interested groups such as the Santa Ana Historical Preservation Society will be contacted. <br />Research will utilize primary and secondary sources of information such as building permits, historic <br />maps and photographs, newspaper articles, City directories, and written histories of Santa Ana. <br />An LSA architectural historian will conduct an intensive -level historic resources survey of the <br />property to record buildings and associated features.
