7 <br />A <br />STATEMENT OF QUALIFICATIONS <br />,�. TO THE CITY OF SANTA ANA <br />FOR ENVIRONMENTAL CONSULTANTS -TRAFFIC <br />problems on local streets. Our firm is widely regarded for our ability to provide solutions to these <br />problems that meet the approval of the City and its residents, while remaining within accepted guidelines <br />and established budgets. Many of these studies require the knowledge to assess existing conditions in <br />relation to accepted warrants for new traffic controls. Technical knowledge is important; however <br />additional skills in facilitation and the ability to generate unique solutions are equally important to this type <br />of task. <br />TRAFFIC FORECASTING <br />Government agencies and private owners are often required to forecast the numbers and driving habits of <br />drivers on area streets and highways. This information is used to update signal, road, and signing and <br />striping design as well as aid in the development of policy and growth management plans. KOA routinely <br />provides forecasts for a variety of clients. Using the latest software equipment and traffic forecasting <br />techniques, our engineering staff can predict and provide analysis and mitigation measures for future <br />utilization. <br />TRAFFIC ENGINEERING DESIGN <br />KOA is well known for applying the specialized attention needed for proper traffic signal and lighting design. <br />Our emphasis is to collect accurate "as -built" information, by means of meticulous field investigations. The <br />principals of the firm have been responsible for the design of over 2500 intersections in Southern <br />California. <br />Our firm sends experienced field personnel to the job site to do an inventory of existing signal equipment, <br />existing geometric roadway information, location of above -ground and <br />subterranean utilities, location of possible electrical service points, and location of <br />existing or proposed traffic signal interconnect. Past traffic signal designs have <br />conformed to the standards used by most Southern California regulatory <br />agencies and city and regional governments. <br />KOA has prepared signing and striping plans for all types of highways, ranging <br />from rural roads to freeways. Our staff conducts extensive field investigations <br />and gathers "as -built" information prior to any signing and striping design work. <br />We then review the traffic study for the project, if available, to determine the <br />appropriate lane configuration, reassessing the lane requirements as needed. A <br />registered civil or traffic engineer checks final plans, specifications, and estimates <br />before being submitted to the agency or client. Our firm has been a frontrunner in performing signing and <br />striping design using AutoCAD (Computer Aided Design).
