R <br />A-2007-211 <br />ISURANCE NOT REQUIRED <br />WORK MAY PROCEED <br />CLERK OF COUNCIL <br />TE: SEP sCOOPERATIVE AGREEMENT <br />.DA/JbR�4 Nola me N1eCanni �c <br />2� THIS AGREEMENT is entered into this 61 day of A ug as) , 2007, by and <br />between the COMMUNITY REDEVELOPMENT AGENCY OF THR CITY OF SANTA ANA, a <br />public body corporate and politic (the "Agency"), and the CITY OF SANTA ANA, a charter city <br />and municipal corporation duly organized and existing under the Constitution and laws of the State <br />of California (the "City"). <br />WITNESSETH <br />A. The Agency is undertaking certain activities necessary for the execution of the City <br />of Santa Ana redevelopment projects (the "Projects") under the provisions of the California <br />Community Redevelopment Law (Health and Safety Code Section 33000 et seq.) and pursuant to <br />the redevelopment plans for the Projects. <br />B. As required by state law, Santa Ana's General Plan Housing Element is to be <br />updated and forwarded to the State of California Housing and Community Development by June <br />30, 2008. The Housing Element identifies the City's plan, programs and policies to ensure the <br />provision of adequate housing choices for the Santa Ana community. <br />C. The City will be paying for most of the cost of the preparation of the General Plan <br />Housing Element, however, the Agency desires to contract with the City to assist in payment for the <br />preparation of the General Plan Housing Element. <br />NOW, THEREFORE, the parties hereto do mutually agree as follows: <br />SCOPE OF WORK <br />After distributing a Request for Proposals and reviewing the three proposals submitted, the <br />City will enter into a contract with The Planning Center to assist in the preparation of the General <br />Plan Housing Element. The General Plan Housing Element effort will include a summary of Santa <br />Ana's existing demographic and housing characteristics; identify progress on the goals and <br />implementation actions set forth in the existing 2000 Housing Element, multi-lingual community <br />workshops for input by policymakers, stakeholders and the residents; detail locations that allow for <br />future housing growth to serve the Santa Ana community and regional market; and a planning <br />document that frames Santa Ana's housing policy and goals for the future. <br />2. COMPENSATION AND METHOD OF PAYMENT <br />The Agency shall pay the City Twenty Five Thousand Dollars ($25,000) to be applied <br />towards the total amount of the contract with The Planning Center which shall not exceed <br />$227,670. <br />1 <br />
