By reconciling public <br />expectations and legislative demands with <br />environmental, economic and scheduling <br />constraints, P&D has enabled government, <br />commercial and industrial clients, many of them <br />Fortune 500 companies, to achieve timely and <br />successful project completion within budget. <br />As professional environmental consultants, one <br />of our most important objectives is to provide <br />accurate and timely information to our clients. In <br />order to provide effective on -call services to <br />assist with environmental documentation, <br />permitting and other issues involving <br />jurisdictional waters and wetlands, it is absolutely <br />essential that our regulatory compliance <br />specialists maintain a comprehensive <br />understanding of the applicable statutes and <br />guidelines pertaining to water bodies and <br />associated resources. Our specialists are highly <br />familiar with the State and federal regulatory <br />framework, including the relationships and roles <br />of the several agencies that are involved in <br />issuing permits and establishing permit <br />conditions. It is P&D's policy that our staff <br />continues to stay informed regarding current <br />policies, practices and guidelines. <br />At any stage of project planning or construction, <br />P&D recognizes the importance of knowing the <br />organizational structure of the project team and <br />the responsibilities of project team members. <br />Knowing the team helps assure that relevant <br />information is provided to project managers and <br />key technical staff when it is needed. P&D <br />makes every effort to be a partner in the process <br />to facilitate project progress. <br />Our approach to assisting our clients with <br />environmental documentation and permitting <br />issues includes several key elements: <br />Coordinating with the clientlengineer to <br />gain a thorough understanding of project <br />elements and objectives. <br />Identifying and describing the resources <br />that could be directly or indirectly <br />affected, assessing potential impacts, <br />and identifying applicable regulations <br />and possible permit requirements. This <br />would include consideration of all <br />potential permanent and temporary <br />impacts. <br />Determining whether alternative <br />designs, materials, or construction <br />methods are available so that impacts to <br />jurisdictional resources are minimized or <br />avoided. <br />Considering alternative permitting <br />strategies and mitigation options. <br />Providing services to assist in obtaining <br />authorizations from regulatory agencies. <br />This process requires frequent coordination with <br />the client project manager and often involves <br />collaboration with planners and designers to <br />modify project elements consistent with project <br />objectives and in consideration of regulatory <br />constraints. The focus of the process is primarily <br />to avoid the need to undertake costly mitigation <br />efforts or comply with excessively restrictive <br />permit conditions as much as feasible.
