City of Santa Ana <br />Statement of Qualifications for <br />On -Call Environmental Review Services <br />VI. PROJECT TEAM <br />The following are brief background descriptions for the key professionals who would be responsible <br />for preparing CEQA and NEPA compliance studies. <br />Glenn Lajoie, AICP <br />Project Assignment. Project Director <br />Mr. Lajoie is the Environmental Planning Manager and oversees a team of 21 professionals in <br />Irvine. Mr. Lajoie's primary responsibilities include oversight of daily operations, management of <br />projects, staff mentoring and instruction, scheduling, and business development. With 20 years of <br />practical experience, Mr. Lajoie is a recognized leader in CEQA and NEPA studies (EIR's, EIS's, <br />Negative Declarations, Environmental Assessments), as well as other policy planning documents, <br />including General Plans, Area Plans, Specific Plans, and due diligence studies. Projects have <br />ranged from private entitlement applications related to residential and commercial projects as well <br />as a variety of water, wastewater, highway, and redevelopment projects throughout California. <br />Project responsibilities include analysis, technical review and management of environmental and <br />policy planning documentation for compliance with CEQA/NEPA, implementation of public <br />participation programs, and assistance to various public and private sector clients in meeting the <br />requirements of local, State, and Federal agencies. Relevant project management experience <br />includes the North Downtown Lancaster Neighborhood Revitalization/Transit Village Plan and <br />EIR/EA; the Long Point Coastal Development Plan EIR in Rancho Palos Verdes; the Hotel del <br />Coronado Specific Plan EIR in Coronado; the Cambria Desalination Facility EIR; the Costa Mesa <br />General Plan Update and EIR; the North Village Specific Plan Program EIR in Mammoth Lakes; the <br />Marymount College Facilities Expansion EIR in Rancho Palos Verdes; the Grand Canal <br />Entertainment Center EIR in Bakersfield; and the Escondido Performing Arts and Justice Center EIR <br />in Escondido. Mr. Lajoie also oversees on -call environmental services assignments in Long Beach, <br />Westminster and in Cambria. Mr. Lajoie is the Project Manager for a current EIR in Long Beach <br />involving projects within the Downtown and Central Long Beach Redevelopment Plan areas and <br />recently served as Project Director for the recent Beverly Hills Gardens and Montage Hotel EIR. <br />Starla Hack <br />Project Assignment. Project Manager/Senior Analyst <br />Starla Hack graduated from the University of California, Riverside, with a BachelorofArts Degree in <br />Business Economics and from California State Polytechnic University, Pomona with a Masters <br />Degree in Urban and Regional Planning with specializations in Community Development and <br />Environmental Planning. In her responsibilities as an environmental analyst, Ms. Hack is involved in <br />the preparation and coordination of environmental studies/documents prepared in accordance with <br />the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA). <br />Ms. Hack has been involved in the preparation of numerous environmental documents that include <br />Initial Studies, Mitigated Negative Declarations, Environmental Impact Reports, Environmental <br />Assessments as well as other policy planning documents including General Plans and Specific <br />Plans. Ms. Hack's relevant experience includes participation in the preparation of the Cerritos <br />General Plan and EIR, Carson General Plan and EIR, Placentia General Plan and EIR and North <br />Downtown Neighborhood Revitalization/Transit Village Plan EIR/EA and Dana Point Harbor <br />Revitalization EIR. She is currently working on the Glendora General Plan Update, Lancaster <br />Capital Residential Project and Lancaster Northeast Gateway Corridors Plan.
