FBF <br />CONSULTING <br />April 16, 2008 <br />Mr. Gilbert Castillo <br />City of Santa Ana <br />Public Works Agency <br />20 Civic Center Plaza, M-21 <br />Santa Ana, CA 92702 <br />SUBJECT: PROPOSAL FOR ENVIRONMENTAL SERVICES <br />Santiago Bike Trail, City of Santa Ana <br />Dear Mr. Castillo: <br />RBF Consulting (RBF) is pleased to provide the following proposal for environmental <br />services to the City of Santa Ana Public Works Agency. It is RBF's understanding that <br />the proposed project consists of bike trail undercrossing, specifically under the California <br />Department of Transportation (Caltrans) right-of-way. As part of Caltrans review, a <br />historic properties survey report (HPSR) has been requested. RBF has retained <br />Cogstone Resource Management, Inc. (Cogstone) to prepare the HPSR. <br />Task 1 Historic Properties Survey Report <br />Cogstone's HPSR work will follow the guidance provided in the Caltrans Standard <br />Environmental Reference, volume 2 on Cultural Resources and will meet Caltrans <br />requirements. The work will consist of a record search and literature review, Native <br />American consultation, local historic society consultation, research in the Orange County <br />archives, a pedestrian survey and a results report with appropriate mitigation <br />recommendations. <br />Our proposal assumes the City will provide assessor/building department information <br />consisting of a list of buildings within '/ mile of the bike trail alignment including their <br />dates of construction and alteration. While not anticipated, it is possible that buildings <br />older than 50 years are within the area of project effect and would require evaluation by <br />an architectural historian.
