Based upon concept plan information and supporting data developed under separate 9 <br />ION N <br />engineering tasks, we will draft a preliminary project description for review and ap- <br />proval by the City staff. <br />I <br />Technical Environmental Analysis <br />y Focused reviews of transportation, air quality, noise, biological resources, and water <br />quality issues will be conducted. The review will focus on any changes to setting, or <br />regulatory standards that may have occurred since preparation of the 2005 EIR. <br />Initial Study <br />Based on our current project understanding, the following scope of work assumes <br />preparation of an IS leading to a Negative Declaration (ND). We will prepare and cir- <br />culate an IS and proposed ND. The analysis will include information obtained during <br />preparation of the reconnaissance environmental review (PEAR/PES), public /agency <br />consultation and scoping, and the 2005 EIR. <br />Environmental Checklist <br />We will prepare an IS in accordance with City CEQA criteria using the checklist for- <br />mat approved by the City. <br />Environmental Analysis <br />We will evaluate the necessary information with respect to the existing conditions, the <br />potential adverse effect of project implementation (both individual and cumulative) <br />and measures to mitigate such effects. We will compile the products from the previous <br />tasks into an Administrative Draft IS and proposed ND. <br />Screen Check Draft IS <br />We will submit five copies of the Screen Check Draft IS for review and comment by <br />the City. In consultation with all affected parties, Consultant will revise the Screen <br />check Draft IS for final City approval prior to public review. Consultant will incorpo- <br />rate one complete set of comments received from the City on the Administrative Draft <br />IS. <br />Mitigation Monitoring Program <br />To comply with the Public Resources Code Section 21081.6 (AB 3180), we will pre- <br />pare a Draft Mitigation Monitoring Program which will be submitted to the City for <br />review and approval. We will respond to one complete set of City comments on the <br />Draft Mitigation Monitoring program. <br />Public Distribution and Review <br />Twenty copies of the Public Review Draft IS will be provided to the City. PBSJ will <br />prepare required noticing and City will be responsible for document distribution <br />(based on distribution lists provided by the City), including the required fifteen (15) <br />copies to the State Clearinghouse under this Task. Required noticing will be sent via <br />regular mail based on a 300 -foot radius from edge of project limits, or as required by <br />City protocols. <br />)T1)1- PBS &J...
