Additionally, staff monitors Government rules and <br />regulations on emission standards required of large fleets. A recent rule <br />from the California Air Resources Board, in conjunction with the Air <br />Quality Management District (AQMD), is Public Fleet Rule, Section 2022, <br />requiring the installation of particulate diesel traps in trucks from year <br />2002 and older. (Since 2002, the AQMD has prohibited the purchase of <br />diesel-powered trucks by public entities.) Staff has identified 39 City- <br />owned vehicles impacted by this rule. The mandate requires only 20 percent <br />(eight vehicles) of the City's fleet have the traps installed by <br />December 31, 2007, with additional phases scheduled through 2010. <br />The Santa Ana City Ordinance No. NS-2312 authorizes the City to purchase <br />against contracts from any public agency utilizing a competitive bid <br />process. The City of Santa Clarita's contract with Ironman Parts & Service <br />for DPF Muffler 300HP Systems was awarded as a result of open, competitive <br />bidding, and meets the City's requirements. Staff recommends the purchase <br />of emission traps for nine heavy-duty dump trucks.
