Other URS staff may also work on this project, as/if needed. <br />URS is pleased to announce that Discovery Works, Inc. (Discovery) will be the cultural <br />resources lead for this project. Discovery brings to the team an in-depth understanding of the <br />project site to assess the historical significance of the Sexlinger family farmhouse and <br />associated orange grove. <br />Finally, URS will utilize the services of the traffic consultant selected by the City. It is <br />understood that the City has received bids to prepare the traffic study for this particular <br />project. This proposal includes the cost estimate provided by the City via e-mail on December <br />11, 2007 for preparation of the traffic study herein. <br />URS' proposed scope of work for this project includes the following: <br />1. Initiation of the Project/Kick-off <br />The URS Project Manager and selected staff, as necessary, will attend a kick-off meeting to <br />discuss the project with City staff within five working days of receiving a notice to proceed <br />on the project. At that time, City staff will present all information about the project; discuss <br />any project constraints and issues, and refine the project scope of work and responsibilities. <br />Based on preliminary analysis and research of available background information regarding the <br />project site, it appears that the following environmental factors will be potentially affected by <br />the proposed project: <br />Cultural Resources — As noted above, the Sexlinger family farmhouse and associated <br />orange grove appear to be eligible for the Santa Ana Register and the California Register. <br />The property, therefore, appears to qualify as a historical resource under the CEQA. <br />Aesthetics - Development of a new single-family residential development in an area <br />predominantly developed with adjacent single -story residential and adjacent community <br />park. This could impact existing views of the project site from the surrounding residential <br />uses and community park. <br />Agricultural Resources — Removal of the existing orange grove on the project site <br />Air Quality — Although this was not included in the requested scope of work, URS <br />believes that the project's impacts on air quality should be analyzed as part of the project <br />because of the South Coast Air Quality Management District's recent rules and <br />regulations on in -fill projects. <br />Geology and Soils — Potential impact of future seismic events on the proposed single- <br />family residences and soil conditions that may impact structure foundations. <br />Hazards and Hazardous Materials — Potential impact of the existing structures <br />potentially creating hazardous conditions on the project site. <br />Land Use — Potential impact of the proposed project on the adjacent community park <br />
