REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 1, 2007 <br />TITLE: <br />AMENDMENT TO AGREEMENT <br />A-2004-239 WITH PACIFIC <br />SYSTEMS ELECTRIC <br />TY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1ST Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to execute an amendment to the agreement A-2004-239 <br />with Pacific Systems Electric in an amount not to exceed $76,000. <br />DISCUSSION <br />The City maintains 11 underground fuel storage tanks, located at the <br />Corporate Yard, the Police Administration Building, and Fire Stations 1 and <br />5. State law requires that secondary fuel containment testing be conducted <br />every three years. In addition, the South Coast Air Quality Management <br />District (AQMD) requires monthly testing and an annual inspection of the <br />underground fuel tanks. The City is required to address any issues <br />identified in the testing and inspections. <br />In November 2004, the City of Santa Ana entered into an agreement with <br />Pacific Systems Electric for the inspection, preventive maintenance and <br />repair of the storage tanks. Results of a recent test identified a leak in <br />the vapor recovery system at Fire Station 1. Additional repairs are <br />required in order to remain in compliance with AQMD standards. <br />The recommended action will provide $12,000 to continue the monthly and <br />annual inspections through August 2008, $34,000 for already identified <br />needed repairs, as well as a $30,000 contingency to address unanticipated <br />repairs resulting from future inspections. This will be the final renewal <br />of this agreement. Staff will submit a Request for Proposal for future <br />services, including the installation of state-mandated modifications to <br />pump handles, required by 2009. <br />25E-1 <br />
