Award a contract to R.J. Noble Company, the lowest responsible <br />bidder, in accordance with unit bid prices in the estimated amount <br />of $1,482,555 for construction of Fourth Street and Tustin Avenue. <br />2. Approve a Funding Analysis with a total estimated construction cost <br />of $1,853,400. <br />DISCUSSION <br />The segments of Fourth Street between the I-5 and SR-55 Freeways, and <br />Tustin Avenue between Seventeenth Street and North City Limits have been <br />identified as a high priority on the City's Pavement Management System <br />(Exhibit 1). The pavement is deteriorating due to weather, age and heavy <br />usage. Some of the adjacent curbs, gutters, sidewalks and driveway <br />approaches are also in various states of disrepair and require <br />replacement. This project provides for construction of new pavement, and <br />replacement of damaged concrete curbs, gutters, crossgutters, driveway <br />approaches and curb ramps. Once completed these improvements will <br />enhance the ride quality, surface drainage and visual appearance of the <br />streets. <br />The Notice Inviting Bids was advertised on August 24 and 27, 2007, and <br />bids were opened on September 19, 2007.
