<br />RESOLUTION NO. 2007-073 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA DECLARING ITS COMMITMENT TO BE <br />A CATALYST FOR THE POSITIVE DEVELOPMENT OF <br />YOUNG PEOPLE. <br /> <br />WHEREAS, it is the City Council's desire to demonstrate its commitment to <br />make the needs of young people a priority on the public agenda; <br /> <br />WHEREAS, the City Council further recognizes the need for improving the <br />quality of life for everyone in the community by mitigating the risk factors that lead to <br />problem behavior in young people and by promoting the positive development of <br />children and youth; <br /> <br />WHEREAS, the City Council recognizes that it will be necessary to bring together <br />a broad base of stakeholders to work in a collaborative, community-wide process of <br />strategic planning, including youth, parents, City officials and staff, school district <br />leaders, City commissions, and business and civic leaders to develop a long-term <br />strategic plan for youth and families; <br /> <br />WHEREAS, the City Council further recognizes that the City of Santa Ana Youth <br />Commission is in an optimal position to take a leadership role in the development and <br />implementation of a strategy and collaborative process that can be accomplished in <br />phases; <br /> <br />NOW THEREFORE, BE IT RESOLVED by the Council of the City of Santa Ana <br />as follows: <br /> <br />Section 1. The City Council hereby declares its commitment to make the <br />needs of young people a priority on the public agenda. <br /> <br />Section 2. The City Council hereby endorses the development of a Youth and <br />Family Master Plan that will identify and document the needs of youth in Santa Ana <br />based on data and on community input, establishes a set of public goals and priorities, <br />and develops recommendations that will effectively respond to the needs of children in <br />Santa Ana, and serves as a guide for policy makers within the City of Santa Ana for the <br />distribution of resources directed towards youth services. <br /> <br />Section 3. The City Council hereby endorses a process that involves the major <br />stakeholders in an inclusive and collaborative process with full involvement and <br />leadership by the City of Santa Ana Youth Commission. <br /> <br />Section 4. The City Council hereby directs the Parks, Recreation, and <br />Community Services Agency to implement a strategy in a phased approach to develop <br />the Youth and Family Master Plan that will carry out the intent of the City Council. <br /> <br />Resolution 2007-073 <br />Page 1012 <br />
