Presiding officer, mayor. <br />The mayor shall be a member of the city council and shall preside over the meetings of the city <br />council. The mayor shall have voice and vote in all of the city council's proceedings and shall be <br />recognized as head of the city government for all ceremonial purposes. Any maLOr who assumed office at the be inning of a term and left office early for any <br />reason whatsoever shall be deemed have served a full term. <br />t0 <br />
