To discharge, suspend, demote, or otherwise <br />discipline employees for proper cause in <br />accordance with the provisions and procedures set <br />forth in the City Charter and Santa Ana Municipal <br />Code. <br /> <br />M. To determine job classifications and to reclassify <br />employees. <br /> <br />N. To hire, transfer, promote, and demote employees <br />for non-disciplinary reasons in accordance with <br />this Agreement. <br /> <br />o. <br /> <br />To determine policies, procedures, <br />for selection, training, and <br />employees. <br /> <br />and standards <br />promot ion of <br /> <br />P.
