I <br />1. Introduction <br />and it is our objective to be placed upon that list for future environmental consultant needs. It is our understanding that the City <br />will direct all RFPs to those selected consultants on the list for all of their environmental work. <br />Our designated Project Managers, William Halligan, EsQ, Vice President, Environmental Services, and JoAnn C. Hadfield, <br />Director, Environmental Services, Costa Mesa Office, have an extraordinary amount of experience preparing environmental <br />documents. Bill has been involved in the preparation of over 100 environmental documents during his career and serves as a <br />freQuent guest lecturer on CEQA and associated case law. He is also a member of The State Bar of California, specializing in <br />environmental and land use law. JoAnn's public and private sector experience encompasses policy planning; site - specific, <br />communiy and regional land use planning; and entitlement and regulatory permit processing. Her experience also includes <br />coordination and processing of regulatory permits through her working knowledge and ongoing relationships with myriad <br />federal, state, regional, and local agencies. <br />The Planning Center has experience with the City of Santa Ana, having prepared the MacArthur Place mixed -use "urban village" <br />EIR, the Xerox Center EIR, and currently working on the Village Green EIR to name a few. The Planning Center's previous <br />experience preparing environmental documents for the City of Santa Ana has provided us with an exceptional knowledge of City <br />staff, City Council and commissions, citizen groups, the City's General Plan, Zoning Ordinance, CEQA policies and guidelines, <br />and significance thresholds. Once contacted by the City of Santa Ana for a specific project, we will select the technical <br />subconsultants necessary for the successful completion of the reQuested scope of services from the City's list of Qualified <br />consultants.
