SUBJECT: Proposal to Conduct SB 610 Analysis for the Proposed Renaissance Specific <br />Plan <br />PROJECT UNDERSTANDING <br />The City of Santa Anna will be the Lead Agency for the preparation of an Environmental Impact <br />Report (EIR) for the Renaissance Specific Plan (proposed project). <br />WATER SUPPLY ASSESSMENT STATUTE <br />A water supply assessment (WSA) pursuant to SB 610 will need to be prepared and approved <br />prior to completion of the EIR. Senate Bill 610 and its companion legislation SB 221 were <br />passed into law in 2001 and amended Water Code § Sections 10631, 10656, 10910, 10911, <br />10912, and 10915, to repeal Section 10913 f, and to add and repeal Section 10657. These <br />laws reflect the growing awareness of the need to incorporate water supply and demand <br />analysis at the earliest possible stage in the land use planning process. <br />As a result of the enactment of SB 610, water supply assessments must be furnished to local <br />governments for inclusion in any environmental documentation for projects meeting the <br />specified requirements under Section 10912 (a) of the Water Code and subject to California <br />Environmental Quality Act (CEQA). A project meets the requirement for SB 610, if it includes <br />any of the following development plans. In this case, the proposed project is a mixed-use <br />project that includes one or more of the elements listed below. <br />• Contains more than 500 dwelling units <br />• Proposes a shopping center or business establishment employing more than 1,000 <br />persons or having more than 500,000 square feet of floor space. <br />• Proposes an office building employing more than 1,000 persons or having more than <br />250,000 square feet of floor space. <br />• Proposes a hotel or motel, or both, having more than 500 rooms. <br />• Proposes industrial uses planned to house more than 1,000 persons, occupying <br />more than 40 acres of land, or having more than 650,000 square feet of floor area. <br />• A mixed use project that includes one or more of the projects specified above. <br />• A project that would demand an amount of water equivalent to, or greater than, the <br />amount of water required by a 500 dwelling unit project. <br />Water Supply Background <br />The City of Santa Anna's water utility is the water agency to serve the proposed project. The <br />City is a member agency the Metropolitan Water District of Southern California (MWD) and <br />purchases approximately 36 percent of its water from MWD. The Orange County Water District <br />manages the groundwater for the basin which provides 64 percent of the City's water through <br />city owned and operated wells. City's UWMP management plan states anticipated growth to <br />come from the increased groundwater pumping. <br />
