<br />Orange County Conservation Corps <br />Santa Ana Workforce Investment Board <br />Request for Proposal <br />The Youth Service Provider Network <br />PY 2007/2008 <br /> <br />The OCCC recruits and serves the neediest youth population the Santa Ana Youth <br />Council is committed to serving as identified by the DOUET A New Strateqic Vision for <br />the Delivery of Youth Services Under the Workforce Investment Act (RFP page 9); out- <br />of-school youth who are primarily high school dropouts, youth who are or have been <br />homeless and/or runaways, in foster care, are court involved, migrant youth and had <br />incarcerated parents. In the last survey conducted by the OCCC in April of 2007, 61 <br />corpsmembers provided the following information: <br />. Average age of those completing the survey was 20.2 years <br />. 60% had not completed high school at the time of entry <br />. 36% live in Santa Ana <br />. 29% are parents <br />. 14% are or have been in foster care <br />. 31 % are or have been gang affiliated <br />. 57% are or have been court involved <br />. 60% have been incarcerated <br />. 60% are or have been on probation/parole <br />. 18% were homeless at time of entry <br />. 9% are migrant youth <br />. 22% had incarcerated parents during childhood years (before 18 years old) <br /> <br />Indicate how manv participants to be served <br />For PY 2007-08, the OCCC will serve 20 Santa Ana WIA eligible youth as follows: <br />. 5 youth currently being served will be carried in from PY 2006-07, <br />. 15 youth will be enrolled during the 12 month contract period for this RFP, July 1, <br />2007 to June 30, 2008. <br /> <br />Describe how vou will conduct outreach and recruitment. Include how enrollment Qoals <br />will be met bv the second quarter of the contract. <br /> <br />The OCCC recruitment plan is as follows: <br />Month Jul- Sep 07 Oct-Dee 07 <br />Enrollments 6 6 <br />Carry-in 5 0 <br />Total Served <br /> <br />Jan-Mar 08 Apr-Jun 08 <br />3 0 <br />o 0 <br /> <br />Totals <br />15 <br />5 <br />20 <br /> <br />The OCCC plans to recruit and enroll 12 WIA eligible participants before the end of the <br />second quarter of the program year. Therefore 80% of total new enrollments (12 of 15) <br />for PY 2007-08 will be enrolled before the end of the second quarter. The remaining 3 <br />youth will be enrolled before the end of the third quarter of the program year. Under this <br />plan the OCCC will have recruited and served 85% (17 of 20) of the total youth to be <br />served for the program year by the end of the second quarter, allowing sufficient time <br />for youth to be served during the program year. <br /> <br />The OCCC serves all youth, not Just WIA-eligible youth. For the FY 2006-07, as of <br />March 31 2007, the OCCC served a total of 239 youth county-wide including 61 Santa <br /> <br />Page 3 of 23 <br />
