REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 5, 2007 <br />TITLE: <br />COMPREHENSIVE ONE-STOP CENTER <br />MEMORANDUM OF UNDERSTANDING FOR <br />PROGRAM YEAR 2007-2008 <br />~~ <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1 S` Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare and authorize the City Manager and <br />Clerk of the Council to execute an extension of the One-Stop Operator <br />Memorandum of Understanding with the Santa Ana WORK Center for Program <br />Year 2007-2008. <br />WORKFORCE INVESMENT BOARD RECOMMENDATION <br />At its regular meeting of September 14, 2007, by a vote of 23:0 (Beasley, <br />Campanella, Kanda, Lacroix, Lin, Quarles, Ray absent), the Santa Ana <br />Workforce Investment Board approved extending the Memorandum of <br />Understanding between the Santa Ana WORK Center and the Santa Ana <br />Workforce Investment Board for a comprehensive One-Stop Service Center <br />for Program Year 2007-2008. <br />DISCUSSION <br />The Santa Ana WORK Center was established as Santa Ana's comprehensive <br />one-stop in June 2000. Each year the Santa Ana Workforce Investment <br />Board is required to select a one-stop operator, with the agreement of <br />the local elected official, and to annually review its operations <br />including performance and to terminate the agreement for cause if <br />necessary. This requirement is found in the UI Code Section 14206(d). <br />The Santa Ana WORK Center serves as the City's One-Stop Operator and has <br />previously conducted those duties required under an MOU, which was <br />annually approved by the Workforce Investment Board, the Mayor, and City <br />Council. <br />The Santa Ana Workforce <br />the WORK Center and is <br />additional year (July 1, <br />Investment Board has reviewed the performance of <br />recommending its agreement be extended for an <br />2007 through June 30, 2008).
