REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 5, 2007 <br />TITLE: <br />AGREEMENT FOR CONSULTING <br />SERVICES <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1 S` Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to execute an agreement with Alternet Networks, Inc. <br />to engineer, design, and develop specifications of a surveillance system at <br />the Police Department in an amount not to exceed $45,000. <br />DISCUSSION <br />The United States Department of Homeland Security (DHS) has developed the <br />Urban Areas Security Initiative funding program (UASI) which provides funds <br />to local emergency first responders to enhance security and overall <br />preparedness to prevent, respond to, and recover from acts of terrorism. <br />The grant specifically provides funding for anti-terror equipment, <br />planning, training, exercises and technical assistance. <br />An objective of the UASI program is to improve critical infrastructure <br />protection. Critical assets throughout the Urban Area have been identified <br />that have a limited ability to collect, record, and redistribute <br />surveillance data and the Santa Ana Police Department facility has been <br />designated as one of these critical infrastructures. <br />Alternet Networks, Inc. has experience in information technology with <br />specialization in video analyses. The consultant will provide services to <br />engineer, design, and develop specifications for a surveillance system. <br />Alternet Networks, Inc. will also provide project management services to <br />ensure that the surveillance system includes all required hardware, <br />software, and integration with all existing systems in the Police <br />Department. This consultant is ideally suited to provide these services as <br />they also provided similar services to the City of Anaheim for the critical <br />infrastructures identified within their city. <br />25H-1 <br />
