To ensure the effectiveness of the <br />operation, it is necessary to recognize and identify narcotics-related <br />assets that are subject to highly complex state and federal forfeiture <br />laws. <br />In 1998, the Police Department entered into an agreement with Joseph R. La <br />Rosa, Jr., a recognized expert in the field of asset forfeiture, to ensure <br />that the City is in compliance with all mandated state and federal <br />forfeiture regulations, and that the City maximizes full asset forfeiture <br />entitlements. During the past nine years, the increase in revenues <br />generated by the asset forfeiture program has exceeded the cost of Mr. La <br />Rosa's services.
