REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 5, 2007 <br />TITLE: <br />AGREEMENT WITH ENVIRONMENTAL <br />ENGINEERING & CONTRACTING, INC. <br />FOR SEWER SYSTEM FATS, OIL$ AND <br />GREASE CONTROL PROGRAM SUPPORT <br />t <br />! ~""_'~. <br />CITY MANAGER <br />~/~RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1`` Reading <br />^ Ordinance on 2"° Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to execute an agreement with Environmental Engineering <br />and Contracting, Inc. for a one year term with the option to extend for a <br />second one year term in the amount of $180,000 per year for support <br />services for the City's sewer system fats, oils, and grease control <br />program. <br />DISCUSSION <br />In October 2004, the City adopted an ordinance amending Chapter 39 of the <br />Santa Ana Municipal Code to control the discharge of fats, oils and grease <br />(FOG) from food service establishments to the City's sewer collection <br />system. In January 2005, the City's Public Works Agency began <br />implementation of a comprehensive FOG control program that includes regular <br />inspections of all food service establishments to insure compliance with <br />the ordinance. The FOG ordinance and program are required by the <br />California State Water Quality Control Board. <br />Since 2003, Environmental Engineering and Contracting, Inc. (EEC) has <br />assisted the City with planning and implementation of the FOG program. The <br />services EEC continues to provide include inspection of new food service <br />establishments (FSE's), training and support of City Sanitation Inspectors, <br />support and maintenance of the FSE database, coordination with other <br />agencies to insure compliance with regulatory requirements, and technical <br />support to City staff for all FOG related issues. <br />EEC, Inc. continues to provide excellent service to the City in support of <br />the FOG control program. They have extensive experience both as a firm and <br />at the staff level in developing and operating similar programs throughout <br />Southern California. Their fees are reasonable and all of the services are <br />25L-1 <br />
