Implementation of the proposed project would not expose the site <br />occupants to excessive aircraft noise levels and no mitigation measures would be necessary. <br />There would be a less than significant impact. <br />XII. Population and Housing <br />A. Less Than Significant Impacts. The proposed project includes the construction of 38 <br />single-family residential units, a zoning amendment to accommodate the zone change for the <br />residential land use, a tract map to allow the sale of the units and a widening of Alton Avenue <br />to the final planned design. The proposed project increases the total housing units available <br />(73,002) in the City of Santa Ana by less than 1.0% (approximately 0.05%) (U.S. Census <br />Bureau 2000: Matrices H3, H4, H5, H6, H7, and H16). A 1% increase in housing is negligible <br />to the overall growth of the City; it would not be considered substantially growth inducing. <br />The widening of Alton Avenue is included in the General Plan as planned design for this <br />roadway. The restripping and increased shoulder width of the road would be considered <br />growth accommodating, because it is planned for in the General Plan, rather than growth <br />inducing. Therefore, impacts would be less than significant. <br />B. Less Than Significant Impact. The proposed project includes the construction of 38 single- <br />family residential units, a zoning amendment to accommodate the zone change for the <br />residential land use, a tract map to allow the sale of the units and a widening of Alton Avenue <br />to the final planned width. The proposed project would be adding to the existing housing <br />stock in the City and not displacing housing necessitating the construction of replacement <br />housing elsewhere. Therefore, there would be a less than significant impact. <br />C. Less Than Significant Impact. As stated in Section XII-B above, the proposed project <br />would not displace housing and therefore substantial numbers of people, but rather would <br />provide housing. Therefore, the impact would be less than significant. <br />XIII. Public Services <br />Fire Protection: <br />Less Than Significant Impact. Implementation of the project could potentially contribute <br />additional demand for fire protection and emergency medical services, including possible <br />additional wear on fire equipment and increased use of medical supplies. However, the <br />existing warehouse operations located on the project site currently contribute to fire and <br />emergency demands, and the proposed project is not likely to result in many more additional <br />demands than the existing use on fire and emergency services. The City of Santa Ana Fire <br />Department would provide fire protective services to the propose project site. The project <br />site would be served by the nearest fire station, Station 7, which is located at 2317 South <br />Greenville Street at the intersection of Greenville and Warner, approximately 1 mile to the <br />north of the project site (Dix pers. comm.). Under the City's Mutual Aid Agreement for fire <br />protection services, the neighboring cities of Fountain Valley, Garden Grove, Tustin, Irvine, <br />and Costa Mesa would provide backup service as needed (Orange County Fire Authority <br />2007). Emergency vehicle access for the project would be provided to the project site via the <br />Alton Avenue driveway. Prior to final site plan approval, the applicant would submit plans to <br />the department for review of compliance with applicable water pressure and fire equipment <br />regulations.
