The worse-case unmitigated peak <br />construction noise levels are estimated to be between 65.7 to 90.7 dBA, with the average <br />noise levels typically 5 to 15 dB lower than these peak levels (Mestre Greve Associates <br />2007:11). Even with the lowered average noise levels, the short-term construction noise <br />impacts would be significantly loud and would represent a significant impact. The most <br />effective method of controlling construction noise is through limiting construction hours and <br />using appropriate construction equipment. Therefore, with the incorporation of mitigation <br />measures N-1 to N-10 identified below, the short-term noise impacts would be reduced to <br />less than significant. <br />Mitigation Measures <br />N-1. Noise generating construction activities near residential land uses will not take <br /> place between 8 p.m. and 7 a.m. on weekdays, including Saturday, or anytime <br /> on Sunday or a Federal holiday. <br />N-2. All noise-producing project equipment and vehicles using internal combustion <br /> engines will be equipped with mufflers and air-inlet silencers, where appropriate, <br /> in good operating condition that meet or exceed original factory specification. <br /> Temporary, higher-grade exhaust silencers are recommended where available. <br />N-3. Mobile or fixed "package" equipment (e.g., arc-welders, air compressors) will be <br /> equipped with shrouds and noise control features that are readily available for <br /> that type of equipment. Factory-supplied sound enclosures will be specified and <br /> utilized where available for stationary equipment such as generators, engines <br /> etc. <br />N-4. All equipment will be operated in the quietest manner practicable. <br /> Pneumatically-powered tools will be fitted with noise-suppressors. <br />N-5. To the extent feasible, the noisiest operations will be scheduled to occur together <br /> in the construction program to avoid prolonged periods of annoyance. <br />N-6. Material stockpiles and mobile equipment staging, parking, and maintenance <br /> areas will be located as far as practicable from noise-sensitive receptors. <br />N-7. Any public address system operated on the project site during construction will <br /> be designed and adjusted for minimum sound levels and minimum "spillover" of <br /> sound onto adjacent properties. <br />N-8. No music or electronically reinforced speech will be audible at anoise-sensitive <br /> property. <br />N-9. The use of noise-producing signals, including horns, whistles, alarms, and bells <br /> will be for safety warning purposes only. All mandated audible warning devices <br /> will be set to produce the lowest legally permissible sound level (i.e., audible <br /> above the surrounding noise level within the obstructed work area). <br />N-10. The onsite construction supervisor will have the responsibility and authority to <br /> receive and resolve noise complaints.
