<br />1. INTRODUCTION <br /> <br />The Santa Ana Police Department Homeland Security Division (SAPO) has established a <br />requirement for a new surveillance system that will allow an easy migration into collecting, <br />recording and redistributing an end to end Internet Protocol (IP) system. The system discussed in <br />this Statement of Work (SOW) will accept both National Telecommunications Standards Control <br />(NTSC) and High DefInition (HD) source video, and output an IP based video stream at NTSC <br />and/or HD. <br />This SOW defmes services to be performed by Alternet Networks (referred to as "Consultant" <br />through the rest of this document) for SAPO during the Request for Proposals (RFPs), Design, <br />Engineering and Development of Specifications of the Next Generation Surveillance System and <br />through Final Acceptance phases. This SOW also defines the services, facilities and materials to <br />be furnished by SAPO and the consolidation of information that will support the Consultants' <br />efforts. <br />The Consultant shall engineer, design and develop specifications for the Next Generation <br />Surveillance System in accordance with SAPO Surveillance System Requirements. In order to <br />minimize problems during the system design and engineering phases to most efficiently <br />complete this project, this SOW defmes the working relationship between the Consultant, SAPO, <br />and Constants' and/or SAPO's contractors and partners. <br /> <br />2. APPLICABLE DOCUMENTS <br /> <br />The following documents are incorporated as part of this Statement of Work as referenced <br />herein: <br /> <br />1. OSHA Part 1910, Occupational Safety and Health Act <br /> <br />3. PROJECT MANAGEMENT <br /> <br />3.1 Ol1!anization <br />The Consultant shall identify a Program Management Officer (PMO), and in particular, a <br />Program Manager, to act as its representative in dealing, planning and executing the <br />implementation of designing, engineering and developing specifications for the Next Generation <br />Surveillance System with SAPO. The Program Manager shall serve as a single point of contact <br />with sufficient authority to address all SAPO concerns. <br />The PMO shall provide an overall Project Implementation Plan (PIP) with the submittal of the <br />first program report and shall provide updates to such plan as required. The PIP shall describe <br />the project organization and schedules and the responsibilities of each organization. <br />The PMO will also be responsible for managing the technical meetings that are defined below in <br />Section O. <br /> <br />12 <br />
