<br />JAS <br /> <br />RESOLUTION NO. 2007-078 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA, DECLARING THE CITY'S <br />SUPPORT FOR AN ENERGY PARTNERSHIP BE1WEEN <br />SOUTHERN CALIFORNIA EDISON AND THE CITY OF <br />SANTA ANA <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br /> <br />A. The City Council supports "energy efficiency" initiatives, policies, and <br />construction standards in order to ensure that the City of Santa Ana <br />follows and encourages sustainable policies and practices; and <br /> <br />B. The new housing starts and population growth in California are <br />considerably higher than in past history, and are expected to outpace the <br />national average through the year 2010; and <br /> <br />C. The local demand for electricity has grown substantially, and it is expected <br />that demand for electricity will continue to grow in the near future to <br />support a growing population; and <br /> <br />D. Because most citizens and businesses spend more in energy bills than <br />they do on local taxes, it makes economic sense and good public policy to <br />encourage energy efficiency where possible in the City of Santa Ana; and <br /> <br />E. Energy efficient programs enhance our environment by improving air <br />quality, reducing pollution, and conserving natural resources; and <br /> <br />F. It is vital for our community to keep dollars local and to encourage <br />innovations in the way we behave, build, and incorporate energy into our <br />everyday business and personal lives; and <br /> <br />G. There is movement within the California communities and businesses to <br />improve everyday practices and to create more sustainable and "greener" <br />cities; and <br /> <br />H. The City seeks to promote innovative methods and state-of-the-art <br />technologies used in the design and construction of new residential <br />buildings within the City, in order to bring our energy and natural resource <br />consumption in line with our sustain ability goals; and <br /> <br />Resolution No. 2007-078 <br />Page 1 of 3 <br />
