<br />Exhibit A <br /> <br />PROPOSAL NARRATIVE <br /> <br />About the Program <br /> <br />Executive Summan <br />Which WIA population will the program recruit and serve? Indicate how many participants <br />to bc served. <br />This project is intended to serve youth in foster care and/or youth emancipated from the <br />foster care system. Through support and partnership with the Santa Ana WIB/Y outh <br />CounciL the Orangewood Children's Foundation will provide four peer mentors who will <br />serve 20 (4 current & 16 emancipated) foster youth. Foster/emancipated youth are <br />defined as a group with "special consideratior" in the RFP. <br /> <br />Describe how this program fits in with programs currently being offered by your agency. <br />The Orangewood Children's Foundation is among the leading agencies in Orange County <br />serving the adolescent and young adult foster youth population. We provide 130 <br />Independent Living Program (ILP) workshops per year for foster/emancipated youth ages <br />16-21. Approximately 500 unduplicated youth participate in ILP each year. <br />Additionally, we provide approximately $800,000 to 250 youth per year for college <br />tuition and living expenses. Our transitional housing program provides for approximately <br />40 emancipated youth per year and the Orangewood Resource Center (ORC) receives <br />about 2000 duplicated foster youth visits per year. <br /> <br />We currently employ approximately 25 peer mentors who work with our foster youth <br />clients through the ILP program, the ORC and other key programs. The peer mentors <br />are currently enrolled in college level studies and are all youth that have successfully <br />emancipated from the foster care system. Consequently, peer mentors are well know and <br />highly regarded by our foster youth clientele. Due to a good amount of exposure to our <br />services and peer mentors by current/emancipated foster youth, The Foster Youth Liaison <br />Project is a tremendous compliment to our current programs. <br /> <br />Indicate which of the 10 WIA elements the program will offer. <br />The goals of the Santa Ana WIB/Yonth Council and Orangewood Children's Foundation <br />are similar as we want our youth most in need, especially foster/emancipated youth to <br />succeed in their education/training and employment experiences. Hopefully, this will <br />lead to a successful transition from adolescence to adulthood. In that effort, our <br />organization will focus on the following YSPN Elements: <br /> <br />1. Tutoring, study skills training, and instruction, leading to completion of secondary <br />school, including dropout prevention strategies <br />2. Occupational skill training, as appropriate <br />3. Leadership development opportunities, which may include community service and <br />peer-centered activities encouraging responsibility and other positive social behaviors <br />during non-school hours, as appropriate <br />4. Supportive Services (e.g. tools, books, clothing, etc.) <br />5. Adult Mentoring for the period of participation and a subsequent period, for a total of <br />not less than 12 months <br />6. Follow-up services for minimum of 12 months after the completion of participation as <br />appropriate <br />
