<br />Youth Council and YSPN meetings and activities and OCF will provide a youth friendly <br />environment. The availability of four part-time (each available 10 hours per week in the <br />ORC) peer mentors as case managers at a 5: I ratio, utilization of the Orangewood <br />Resource Center (ORC), access to intemal services and resources and community <br />partnerships arc all key elements in meeting the WLA perfortnance goals. <br /> <br />Describe how you will monitor program activity and manage for perfomlance. <br />Peer mentors will meet regularly with each participant and assess progress on program <br />goals. They will also record program activity and participant perfomlance in client case <br />files and the VOS database. Peer mentors will provide services based on individual needs. <br />The Foster '{outh Liaison Project Supervisor will meet with peer mentors on a regular <br />basis to discuss participant progress, review case files and ensure contract compliance. <br />Also, WLt\ staff may perfortn program audits by interviewing peer mentors and reviewing <br />case files and may suggest changes to better meet participant progress and contract <br />obligations. <br /> <br />Describe how applicant plans to deliver academic assistance to raise the skill level of youth <br />who are basic skill deficient. <br />Peer mentors will deliver academic assistance in one or all of the following three options. <br />I. Peer mentors may provide tutoring to participants. They may utilize a homework <br />binder provided by WIA containing written resources and assignments for math and <br />reading. <br />2. Peer mentors may refer participants to outside tutoring resources when needed. <br />3. Peer mentors may refer youth to the Santa Ana College Leaming Center, which is a <br />free resource that provides beneficial services for students who are Basic Skills <br />Deficient. <br /> <br />Will the partiCIpant receive a certificate of completion or accomplishment for participation" <br />Will the certificate count for WIA credential attainment rate? <br />A certificate of completion will be provided for general participation in the Foster Youth <br />Liaison Project (FYLP), but will not count for WLt\ credential attailmlent. The FYLP <br />certificate of completions will simply serve as a fortn of recognition for program <br />completion. However, some participants may receive certificates of completion for <br />programs they may participate in. (dependent on individual's needs and goals I. Some <br />certificates of completion may include a diploma, GED, higher education degree or <br />certificate or a completion certificate from ROP, in which case would count for WLt\ <br />credential attainment. Other certificates may not count for WlA credential attainment. <br /> <br />How will continuous improvement be measured and conducted? <br />For participants who are detertnined to be Basic Skills Deficient, we will gage <br />improvement with the ntilization of the Test of Adult Basic Education (T ABE), The <br />T ABE will be used as a pre and post test assessment to show literaey/numeracy gains. <br />The peer mentors will also gage improvement by participant's eompeteney during the <br />tutoring process. Furthertnore. Peer mentors will continually assess participant's progress <br />and success with individual and progranl goals. Finally. OCF will administer a Participant <br />Satisfaction Survey which will be provided to clients to assess program strengths and <br />areas for improvement. Adjustments will be made aceordingly. <br />
