<br />CITY COUNCIL MEETING DATE: <br /> <br /> <br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />DECEMBER 3, 2007 <br /> <br />TITLE: <br /> <br />APPROVED <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 151 Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />APPOINTMENT OF LABOR <br />REPRESENTATIVE TO THE SANTA ANA <br />WORKFORCE INVESTMENT BOARD <br /> <br />~ <br /> <br />f/~tZ- <br /> <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Appoint Mr. Tefere Gebre, Political Director, Orange County Central Labor <br />Council, as a labor representative member on the Santa Ana Workforce <br />Investment Board. <br /> <br />WORKFORCE INVESMENT BOARD RECOMMENDATION <br /> <br />At its Regular Meeting of November 9, 2007, by a vote of 18: 0 (Blank, <br />Campanelli, Claudio, Figueroa, Korthuis, Lacroix, Martinez, McMurtray, <br />Quarles, Sanchez and Zarate absent), the Workforce Investment Board <br />recommended that the City Council appoint Mr. Tefere Gebre, Political <br />Director, Orange County Central Labor Council, as a labor representative <br />member on the Santa Ana Workforce Investment Board. <br /> <br />DISCUSSION <br /> <br />On March 6, 2000, the Santa Ana City Council adopted a resolution <br />establishing the Santa Ana Workforce Investment Board and appointed 35 <br />members. In accordance with the federal legislation, a majority of the <br />Board members and the Board Chair must corne from the private sector. The <br />remaining Board members represent education, non-profit organizations, <br />one-stop mandated partners and local labor organizations. <br /> <br />Currently, there is one mandated labor representative seat vacant on the <br />Board. However, SB 293 enacted in January 2007, requires local boards to <br />have ten to fifteen percent of their membership represent labor and these <br />labor representatives must be nominated first by a local labor <br />federation. The Orange Council Central Labor Council is the only labor <br />organization qualified to nominate labor representatives locally and they <br />have submitted a nomination letter for Mr. Gebre.
