<br />CITY COUNCIL MEETING DATE: <br /> <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />DECEMBER 3, 2007 <br /> <br />TITLE: <br />HISTORIC PROPERTY PRESERVATION <br />AGREEMENT NO. 2007-24 FOR THE <br />PROPERTY LOCATED AT 1932 NORTH <br />HELIOTROPE DRIVE <br /> <br />APPROVED <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 151 Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />Of <br /> <br />!2/ho:z <br /> <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute an agreement with Michael G. and <br />Synthia Baynes for the structure located at 1932 North Heliotrope Drive. <br /> <br />HISTORIC RESOURCES COMMISSION ACTION <br /> <br />Recommended that the City Council direct the City Attorney to prepare and <br />authorize the City Manager and the Clerk of the Council to execute an <br />agreement with Michael G. and Synthia Baynes for the structure located at <br />1932 North Heliotrope Drive at its November 1, 2007 meeting by a vote of <br />7:0 (O'Callaghan abstained, Bustamante absent) . <br /> <br />DISCUSSION <br /> <br />After the public hearing on November 1, 2007, the Historic Resources <br />Commission reviewed the proposed Historic Property Preservation Agreement <br />(Mills Act Contract) and concluded that the resulting potential property <br />tax savings would encourage the owner to reinvest the tax savings in the <br />maintenance of their historic property, and would benefit both the owner <br />and the community (Exhibit A). Additionally, the agreement prevents <br />inappropriate alterations. <br /> <br />25R-1 <br />
