FOR PROFESSIONAL SERVICES <br /> <br />APPROVED <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 1 st Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />CP...__ <br />,/ <br /> <br />/ f2/J;~. <br /> <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />/ <br /> <br />~ECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute an agreement with WellDyne/Rx West <br />Inc. to administer a citywide Sharps Program for an amount not to exceed <br />$60,000. <br /> <br />DISCUSSION <br /> <br />In July 2006 Senate Bill 1305 was signed into law prohibiting the <br />disposal of needles in commercial or residential trash beginning in 2008. <br />Approximately three percent of the national population use self-injected <br />medications. <br /> <br />To address the new legal requirement, the City in coordination with Waste <br />Management and Sharps has developed a program to encourage the proper <br />disposal of used needles by offering a simple method and a financial <br />incentive. The program is targeted to begin on January 1, 2008. <br /> <br />Sharps is a nationally recognized manufacturer of plastic containers used <br />for disposal of used needles. Residents will have access to Sharps <br />containers at participating pharmacies throughout the community. The <br />product includes a postage pre-paid box for mailing the container, when <br />full, to the destruction facility. <br /> <br />Under the City's program, pharmacies will purchase the containers from <br />Sharps and dispense them to Santa Ana residents who require the use of <br />self injected medications. The first container will be free of charge. <br />The second and third containers will each have a co-paYment of $5 in any <br />calendar year. WellDyne/Rx West Inc. will administer the program, <br />providing data collection and billing services. The City will reimburse <br />the pharmacies for the costs of the containers. The City expects to <br />spend approximately $60,000 in 2008. <br /> <br />2588-1 <br />
