REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 3, 2007 <br />TITLE: <br />ORDINANCE AMENDING THE MUNICIPAL <br />CODE REGULATING PARADES AND <br />SPECIAL EVENTS <br />i <br />C MANA R <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1S` Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Adopt an ordinance amending Sections 10-7, 10-9, 10-22, and 10-22.2 of <br />the Santa Ana Municipal Code relating to parade and special events <br />permits. <br />DISCUSSION <br />The City of Santa Ana Municipal Code currently regulates the process for <br />issuance of permits for parades and special events within the City of <br />Santa on public property. Currently, Sections 10-7, 10-9 and 10-22, 10- <br />22.2 of the Santa Ana Municipal Code set forth the definitions, permit <br />application requirements and deadlines for conducting a parade or a <br />special event on public property. In order to adequately manage the <br />process and to ensure the most effective use of the City's limited <br />resources while safeguarding residents and visitors during these events, <br />amendments to the Santa Ana Municipal Code are necessary. These <br />amendments include establishing the time frame for the submission of <br />permit applications and a requirement for a petition signed by at least <br />eighty percent of all residents and businesses impacted by a special <br />event to ensure support for the special event by the residents or <br />businesses affected. <br />These amendments are needed to clarify the application requirements and <br />to allow adequate time for the City Manager and/or his staff to process <br />permit applications for said activities. The proposed amendments will <br />provide the City with the opportunity to fully evaluate the resources <br />needed to support parades and special events and ensure that those <br />resources can be adequately distributed and managed. <br />50A-1 <br />
