Currently, Sections 10-7, 10-9 and 10-22, 10- <br />22.2 of the Santa Ana Municipal Code set forth the definitions, permit <br />application requirements and deadlines for conducting a parade or a <br />special event on public property. In order to adequately manage the <br />process and to ensure the most effective use of the City's limited <br />resources while safeguarding residents and visitors during these events, <br />amendments to the Santa Ana Municipal Code are necessary. These <br />amendments include establishing the time frame for the submission of <br />permit applications and a requirement for a petition signed by at least <br />eighty percent of all residents and businesses impacted by a special <br />event to ensure support for the special event by the residents or <br />businesses affected. <br />These amendments are needed to clarify the application requirements and <br />to allow adequate time for the City Manager and/or his staff to process <br />permit applications for said activities. The proposed amendments will <br />provide the City with the opportunity to fully evaluate the resources <br />needed to support parades and special events and ensure that those <br />resources can be adequately distributed and managed. <br />50A-1 <br />
