REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 3, 2007 <br />TITLE: <br />WORKFORCE INVESTMENT ACT <br />MODIFICATION FOR FISCAL <br />2007-08 <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />PLAN ^ As Amended <br />YEAR ^ Ordinance on 1 S` Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />C,~ "'` . ~ ` (, <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CONTINUED TO <br />FILE NUMBER <br />Approve the Santa Ana Workforce Investment Board's revised Plan <br />Modification for Fiscal Year 2007-08 and authorize its submittal to the <br />State of California Workforce Investment Board. <br />WORKFORCE INVESMENT BOARD ACTION <br />At its Regular Meeting of November 9, 2007, by a vote of 18:0 (Blank, <br />Campanella, Claudio, Figueroa, Korthuis, Lacroix, Martinez, McMurtray, <br />Quarles, Sanchez and Zarate absent), the Workforce Investment Board <br />recommended that the City Council approve the Santa Ana Workforce <br />Investment Board's revised Plan Modification for Fiscal Year 2007-08 and <br />authorize its submittal to the State of California Workforce Investment <br />Board. <br />DISCUSSION <br />The Workforce Investment Act (WIA) of 1998 provides funds to Local <br />Workforce Investment Areas (LWIA) to operate job-training programs <br />allowable under the Act for adults, dislocated workers, and youth meeting <br />specific criteria as outlined in the Act. The City of Santa Ana was <br />designated as a LWIA and administrative entity, on January 28, 2000, by <br />the State Workforce Investment Board (WIB). Santa Ana has received WIA <br />funds to operate job-training programs yearly since July 1, 2000. <br />The State Workforce Investment Board requires each Local Workforce <br />Investment Area to submit a modification of its local plan (Exhibit 1) <br />for their review and approval in order to receive funding for that fiscal <br />year. This modification process is used to ensure plans meet any new <br />State Board requirements, to document any substantial changes in the LWIA <br />and to submit fund utilization and participant services plans for the new <br />19D-1 <br />
