<br />first obtaining a separate permit to do such work from the authority having jurisdiction <br />for each separate building or structure. <br /> <br />SECTION 20: The City Council of the City of Santa Ana hereby finds, <br />determines and declares that adoption of section 8-340 amending California Plumbing <br />Code section 314.3 is necessary because the topography of the City of Santa Ana is <br />near sea level. This is problematic for long distance drainage as proper drainage <br />requires a minimum of a one percent (1 %) downhill grade. The amendment of section <br />8-340 provides soil compaction guidelines so that installation of the drain line is well <br />supported and prevents the failure or sagging of the drain lines due to the short range of <br />elevation between the topographical surface of the City and the topographic surface <br />level and location of the sewage treatment plant that the drains must reach. As a result, <br />a certification by a registered soils engineer is necessary because there must be <br />specific guidelines for compaction or there is a potential risk of the system's failure to <br />drain properly. <br /> <br />SECTION 21: That section of 8-340 of the Santa Ana Municipal Code is hereby <br />amended such that it reads as follows: <br /> <br />Sec. 8-340. Piping in the ground (California Plumbing Code Section 314.3). <br /> <br />Section 314.3 of the Plumbing Code is amended to read as follows: <br /> <br />314.3. Piping in the ground shall be laid on a firm bed for its entire length. <br />Building drains, sewers and storm drain piping systems in the ground, and <br />designed and approved at less than one (1) percent grade, shall be laid on a <br />continuous firm bed, certified by a registered soils engineer as having a <br />compaction level of not less than ninety (90) percent density. Where support is <br />otherwise provided, it shall be acceptable to the Authority Having Jurisdiction. <br /> <br />SECTION 22: The City Council of the City of Santa Ana hereby finds, <br />determines and declares that adoption of section 8-341 amending California Plumbing <br />Code section 314.7 is necessary to provide proper support for all horizontal piping, <br />because of the significant potential for damage due to seismic activity. Cast iron is <br />deemed unsafe in light of the seismic zone because of its weight and flexibility. Santa <br />Ana is in close proximity to major active fault systems in Southern California. This area <br />has been designated as the highest seismic risk zone in the hierarchy that rates the <br />potential risk for seismic activity by geographical areas. As a result, a finding has been <br />made that all suspended piping is to be braced to prevent movement or pipe failure. <br /> <br />SECTION 23: That section 8-341 of the Santa Ana Municipal Code is hereby <br />amended such that it reads as follows: <br /> <br />Sec. 8-341.
