<br />SECTION 30: The City Council of the City of Santa Ana hereby finds, <br />determines and declares that adoption of section 8-402 amending California Plumbing <br />Code Table 6-6 is necessary because Santa Ana is located in a desert plain subject to <br />seasonal hot, dry winds. In order to assure an adequate water supply for common <br />domestic water demand, in addition to landscape irrigation needs, it is determined that <br />an increase from a %" diameter pipe supply to an 1" diameter supply and two %" <br />diameter hose bibbs in the front and back yards for irrigation is justified. <br /> <br />SECTION 31: That section 8-402 of the Santa Ana Municipal Code is hereby <br />amended such that it reads as follows: <br /> <br />Sec. 8-402. Building supply pipe (California Plumbing Code, Table 6-6) <br /> <br />Table 6-6 of the Plumbing Code is amended by changing the triple asterisk <br />footnote to read as follows: <br /> <br />*** Building Supply- three-quarter (3/4) inch (20 mm) nominal size minimum, - <br />1" minimum diameter for each single-family residential structure. <br /> <br />SECTION 32: The City Council of the City of Santa Ana hereby finds, <br />determines and declares that adoption of section 8-405 amending California Plumbing <br />Code section 718.1 is necessary because of problems which have arisen in excessively <br />flat-graded drain systems. Santa Ana's sewer system in many areas is relatively <br />shallow. This has precluded the design and installation of drainage systems within the <br />code recommended grades. Additionally, many areas of Santa Ana have a high water <br />table which results in an unstable soil condition. Pipe settlement due to uncompacted <br />soil may result in a drainage system which is flat or reverse graded, causing stoppages <br />or complete blockage of the drainage system. <br /> <br />SECTION 33: That section 8-405 of the Santa Ana Municipal Code is hereby <br />amended such that it reads as follows: <br /> <br />Sec. 8-405. Grade, Support, and Protection of Building Sewers (Section 718.1). <br /> <br />Section 718.1 of the California Plumbing Code is amended by adding the <br />following paragraph thereto. <br /> <br />Building sewer piping systems designed for grades of less than one (1) percent <br />shall be designed by a registered civil engineer. The engineer shall be responsible for <br />supervising the installation and shall certify in writing that the sewer installation is in <br />compliance with the approved plan, relative to line and grade. <br /> <br />SECTION 34: That section 8-556 of the Santa Ana Municipal Code is hereby <br />amended such that it reads as follows: <br />Sec. 8-556. Adoption by reference. <br /> <br />There is adopted by the city that certain code known as the California Mechanical <br />Code, 2007 Edition and with appendices A and C and code standards therein <br /> <br />Ordinance No. NS-2760 <br />Page 13 of 36 <br />
