San Antonio College and attended Southern California Carpenter's <br />Training School before receiving his teaching credential from the University of San <br />Diego in 2002, <br /> <br />Daniel Tapia (.50), Job Developer. Daniel works to link program graduates to <br />employment. He has extensive experience in workforce development with the City of <br />Santa Ana and the Employment Development Department. He holds an Associates <br />Degree in Liberal Arts from Santa Ana College. <br /> <br />Arturo Guerrero (.25), Case Manager. Art works closely with students with criminal <br />and/or drug and alcohol issues. He received his B.A. in Psychology from Pepperdine <br />University. Before coming to TS], Art worked for over twenty years as a federal <br />probation officer. <br /> <br />Santos Chavez (.25), Substance Abuse Case Manager. Santos works closely with students <br />who suffer from drug and alcohol addiction issues. The pastor of a local church, in 1989, <br />Santos started Streetlight Youth Services in neighborhoods where children and young <br />people are susceptible to drugs and gangs. <br /> <br />Michelle Preston (.50). Program Director for CareerTech. Michele received her B.A. in <br />Political Science from California State University, Fullerton and has worked in the <br />nonprofit sector for more than 8 years. <br /> <br />Sister Lisa Iuray, (.50), Case Manager. Sister Lisa is a Sister of St. Joseph of Orange. <br />She received her B.A. in Communications from University of California, Santa Barbara. <br />She has more than twenty-five years of experience working with youth and young adults. <br /> <br />Fiscal Capacity <br />Since it opened in 1995, TS] has demonstrated clarity of vision and credibility in the <br />community for dealing with hard-to-reach young adults. Ihe program has been funded <br />by nearly 50 different foundations and over 1,000 individual donors. <br /> <br />Accountability requirements and administrative measures have been developed to handle <br />reporting requirements and tracking systems for all income and expenses including grants <br />received by IS] for program purposes. Fiscal data is recorded in QuickBooks Premier <br />for Nonprofits. There is an accounting manual available upon request which details the <br />entire system. There is an annual independent audit. In addition, an annual budget is <br />used to plan expenditures and costs, which is approved by the Board. Financial <br />statements are prepared monthly, and reviewed by the Executive Director. On a bi- <br />monthly basis, financials are reviewed by Department Managers, the Finance Committee, <br />and the Board. <br /> <br />IS] does maintain a procurement policy which states, "The officer, employee or agent <br />responsible for procurement of services, supplies, equipment or construction shall review <br />all proposed procurement actions to avoid the purchase of unnecessary or duplicative <br />items.
