Authorize the City Manager and Clerk of the Council to execute the <br />attached cooperative agreement with the City of Garden Grove, subject <br />to non-substantive changes approved by the City Manager and City <br />Attorney to create a partnership and to designate Santa Ana as the <br />lead agency in Santa Ana Transit Vision and Go Local Project Concept <br />Study. <br />2. Approve an appropriation adjustment recognizing $100,000 in <br />unanticipated Measure M Transit funds in account no. 32-O1-5056, and <br />appropriate this amount to the Santa Ana Transit Vision and Go Local <br />Project Concept Study account no. 32-551-6631, project no. 06-2502. <br />DISCUSSION <br />On November 27, 2007, a presentation was made by the City of Santa Ana <br />staff to the Garden Grove City Council regarding the Santa Ana Transit <br />Vision and the Go Local Concept Study. After the study session the Garden <br />Grove City Council voted unanimously to partner with Santa Ana. <br />Santa Ana and Garden Grove mutually want to continue to develop a Project <br />Concept Study from the Transit Vision that has the highest potential to <br />meet the OCTA Go Local Program goals and criteria. Santa Ana would <br />function as the lead agency for the study. As the lead agency, Santa Ana <br />would receive the $100,000 allocated to Garden Grove by OCTA for the Go <br />Local Project Concept Study and be responsible for managing the <br />consultant contract with Parsons Brinckerhoff. <br />Staff recommends that the City execute the cooperative agreement with <br />OCTA and the partnership agreement with Garden Grove.
